Educational Assistants for Autonomy and Communication

To ensure the right to educational inclusion for students with disabilities—in synergy with support teaching provided by the Ministry of Education and Merit—funding for personal autonomy and communication assistance services has been significantly strengthened.

Allocated funds have been increased from the initial 200 million euros to 260 million euros for 2025, bringing the total investment over the government mandate to 683 million euros.

Transport Services for Students with Disabilities

A dedicated line of action within the Single Fund for the Inclusion of Persons with Disabilities has been established to finance and enhance transport services for students with disabilities attending upper secondary schools.

This measure is funded with 70 million euros from the Single Fund. These resources complement the funds managed by the Ministry of the Interior for pre-school, primary, and lower secondary school students, reaching a total allocation of 400 million euros over the government mandate.

State-Accredited Private Schools (Scuole Paritarie)

Financial contributions allocated to state-accredited private schools enrolling pupils with disabilities have been increased. From 2023 onwards, total financial resources exceeding 553 million euros have been assigned to support inclusive educational environments across accredited institutions.

Higher Education Scholarship Exemptions

To support higher education access, regulations now guarantee that students with disabilities can receive merit- or income-based higher education scholarships without forfeiting their disability benefits or financial allowances.

This measure is permanently funded with 10 million euros per year, promoting equal access to academic qualification and facilitating subsequent labor market integration.
