Support Initiatives and Employment Inclusion

"Life & Opportunities" Public Call

As part of the policies to foster the independence of persons with disabilities and support Third Sector Entities in implementing best practices, the Public Call "LIFE & OPPORTUNITIES - A Better Future of Value for Everyone" has been launched and financed.

With a total budget allocation of 390 million euros, this measure complements the roll-out of the individual Life Plan by supporting projects across residential, employment, and recreational dimensions.

The Call is structured around three main intervention lines:

Individual Life Plan;

Social Agriculture;

Recreational Activities for Children and Youth with Disabilities.

Eligible expenditure includes the renovation of facilities, acquisition of accessible vehicles, equipment and tech tools, as well as vocational training programs for both beneficiaries and care personnel. Over 600 project applications were submitted, with total funding requests exceeding 1 billion euros.

Employment Inclusion

To enhance labor market integration and promote individual professional skills, dedicated employment incentive measures have been established.

Pursuant to Article 28 of Decree-Law No. 48 of 4 May 2023 (converted, with amendments, by Law No. 85 of 3 July 2023), an initial Fund of 22 million euros was established to incentivize permanent recruitment of young persons with disabilities under the age of 35, leading to permanent contracts for 1,000 workers.

Building upon these results, an additional allocation of 25 million euros will be provided to Third Sector Entities that hire persons with disabilities under 35 on open-ended contracts signed by 30 September 2026.

In accordance with Article 10 of Decree-Law No. 48 of 4 May 2023, financial grants are also extended to placement agencies and organizations delivering post-recruitment job coaching through designated disability managers.

Third Sector Call for Skill Development and Life Plans

A dedicated fund of 20 million euros has been allocated to non-profit associations and Third Sector Entities active in the field of disability.

These financial resources will support initiatives aligned with the UN Convention on the Rights of Persons with Disabilities and the Solfagnano Charter, focusing primarily on talent development, skill empowerment, and the implementation of personalized, participatory individual Life Plans.
